.TATAR Domain Names Reservation Policy

To exclude the possibility of unauthorized registrations the Registry Operator reserves some categories of domain names in accordance with ICANN requirements and this Domain Names Reservation Policy in .TATAR (hereinafter – Policy).



1. Terms and Definitions


All Levels - second level and all other levels within .TATAR at which Registry Operator offers registrations.


2. Reserved Names categories


2.1. Example. The ASCII label “EXAMPLE” is reserved at All levels.


2.2. Two-character labels. All two-character ASCII labels are reserved at the second level.


2.3. Reservations for Registry Operations.


2.3.1. The following ASCII labels are reserved at All Levels for use in connection with the operation of the registry for the TLD: WWW, RDDS and WHOIS. The following ASCII label must be allocated to Registry Operator at All Levels for use in connection with the operation of the registry for the TLD: NIC.


2.3.2. Registry Operator reserves at All levels the domain names necessary for the operation or the promotion of the TLD. The list of such domain names is given in List of Domain Names Reserved for Operation and Promotion of TLD. Registry Operator acts as the Registered Name Holder of such names as that term is defined in the then-current ICANN Registrar Accreditation Agreement (RAA). At Registry Operator’s discretion such names may be released for registration to another person or entity.


2.3.3. Registry Operator reserves at All Levels domain names that include words inconsistent with humanity principles or moral (in particular, words of obscene content, slogans of antihuman character insulting human dignity or religious feelings, etc.). The list of such domain names is given in List of Domain Names Unavailable for Registration (stop-list).


2.4. Country and Territory Names. The country and territory names contained in the following internationally recognized lists are reserved at All Levels:


2.4.1. the short form (in English) of all country and territory names contained on the ISO 3166-1 list, as updated from time to time, including the European Union, which is exceptionally reserved on the ISO 3166-1 list, and its scope extended in August 1999 to any application needing to represent the name European Union <http://www.iso.org/iso/support/country_codes/iso_3166_code_lists/iso-3166-1_decoding_table.htm>;


2.4.2. the United Nations Group of Experts on Geographical Names, Technical Reference Manual for the Standardization of Geographical Names, Part III Names of Countries of the World; and


2.4.3. the list of United Nations member states in 6 official United Nations languages prepared by the Working Group on Country Names of the United Nations Conference on the Standardization of Geographical Names;


The country and territory names may be released for registration by authorized organization as described in Section 3.


2.5. International Olympic Committee; International Red Cross and Red Crescent Movement. As instructed from time to time by ICANN, the names relating to the International Olympic Committee, International Red Cross and Red Crescent Movement listed at http://www.icann.org/en/resources/registries/reserved shall be withheld from registration or allocated to Registry Operator at the second level within the TLD. Additional International Olympic Committee, International Red Cross and Red Crescent Movement names may be added to the list upon notice from ICANN to Registry Operator


2.6. Intergovernmental Organizations. As instructed from time to time by ICANN, Registry Operator implementы the protections mechanism determined by the ICANN Board of Directors relating to the protection of identifiers for Intergovernmental Organizations. A list of reserved names for this Section 2.6 is available at http://www.icann.org/en/resources/registries/reserved. Additional names may be added to the list upon notice from ICANN to Registry Operator.


3. Geographic Domain Names Release Procedure


3.1. The Government or any other public authority of a country or territory concerned informs the Governmental Advisory Committee (GAC) Secretariat of their request to register the corresponding second-level domain name in .TATAR and the designated beneficiary (the prospective Registrant).


3.2. The GAC Secretariat authenticates the request and the powers of the applicant organization. In case of positive authentication, the GAC Secretariat transfers the request to the ICANN staff and the Registry Operator.


3.3. The Registry Operator verifies the availability of the domain name for registration and sends to the designated beneficiary information on the further procedure and the unique auth-code.


3.4. The designated beneficiary registers the domain name with a Registrar using the received auth-code.


3.5. The released domain name can be used in accordance with the .TATAR Terms and Conditions of Domain Name Registrations.


Where the registration of such a domain name has been cancelled, the gTLD Registry Operator undertakes a set of measures on a repeated reservation of the released domain name.


4. Miscellaneous


4.1. This policy constitutes an appendix to the .TATAR Terms and Conditions of Domain Name Registrations. The conditions and procedure how this Policy can be changed, amended, supplemented, revised or approved in a new version or cancelled are defined in the .TATAR Terms and Conditions of Domain Name Registrations.


4.2. Registry Operator retains the right to introduce changes into the lists of reserved domain names mentioned in this Policy on its own discretion or upon notice of ICANN without prior notification.
