1. Terms used in this document
1.1. Terms and Conditions: Terms and Conditions of Domain Name Registrations in .TATAR gTLD (the effective version of which is available on the official Registry Operator’s website at: http://domain.tatar.)
1.2. Landrush registration (of a domain name): registration of second level domains by everyone willing so but carried out basing on terms and conditions established by the present Policy, rather than in accordance with the first come, first serve principle.
1.3. The Auction Regulation: a document that describes rules and procedures of conduct of domain name auctions (the updated effective version of which is available on the official Registry Operator’s website at: http://domain.tatar.).
1.4. Other terms, acronyms and abbreviations used in this Policy shall be construed as defined in the Terms and Conditions or Appendices thereto.
2. General provisions and requirements
2.1. Landrush registration services shall be rendered on the basis of and in compliance with the Terms and Conditions, the present Policy, other appendices to the Terms and Conditions, the registration agreement, and other applicable documents.
2.2. The Landrush registration is held in four phases, with the timelines within which the Registry Operator will be accepting registrars’ applications for Landrush registrations being as follows:
Landrush registration. Phase 1:
- Start date and time: February 3, 2015 (12:00 MSK)
- End date and time: February 9, 2015 (12:00 MSK)
Landrush registration. Phase 2:
- Start date and time: February 13, 2015 (12:00 MSK)
- End date and time: February 19, 2015 (12:00 MSK)
Landrush registration. Phase 3:
- Start date and time: February 25, 2015 (12:00 MSK)
- End date and time: March 3, 2015 (12:00 MSK)
Landrush registration. Phase 4:
- Start date and time: March 10, 2015 (12:00 MSK)
- End date and time: March 16, 2015 (12:00 MSK)
The Registry Operator has the right to unilaterally change the time and date of the beginning and/or the end of any of the application acceptance periods at any time by posting respective information on its official website no later than 10 (ten) calendar days prior to such a change taking effect.
2.3. The Registry Operator will not accept and consider any applications submitted after expiration of the deadline. Timelines missed are not subject to extension.
2.4. Landrush registration of a domain name is possible for the registration period established in Clause 4.1. of the Terms and Conditions.
2.5. During the first year of registration of the domain name registered in accordance with this Policy there remains effective the ban on performance of the following operations with that domain name: (i) transfer of the domain to another administrator (Clause 5.3. of the Terms and Conditions); and (ii) change of the registrar (Clause 5.4. of the Terms and Conditions).
3. Procedure of requesting Landrush registration services
3.1. The right to Landrush domain registration of domain names in accordance with the present Policy is granted to anyone willing so.
3.2. To order a Landrush registration service, the applicant shall:
(a) Provide the registrar with information, evidence, and/or documents required to enter into registration agreement (Clause 3.6.) and conclude the registration agreement with that registrar (Clause 3.5. of the Terms and Conditions);
(b) Submit to the registrar an application for Landrush registration services which meets the below requirements.
3.3. The Landrush registration application shall meet all the requirements below (an applications failing to meet at least one of these requirements shall be rejected by the registrar):
3.3.1. The domain name should meet the requirements stipulated in Sub-clauses (а) and (b) of Clause 4.5. of the Terms and Conditions;
3.3.2. There has been provided description of the purpose of the domain registration (no more than 150 printed characters, including spaces), which complies with the mission and values of the TLD .TATAR (Subclause (d) of Clause 4.5. of the Terms and Conditions).
3.4. The Landrush registration application can be rejected where the registrar believes: (i) the purpose of the domain registration does not comply with the mission or values of the TLD .TATAR; and/or, (ii) the requested domain name is in conflict with the mission or values of the TLD .TATAR.
3.5. The registrar shall inform the applicant of the grounds of denial of registration.
4. Procedure of domain names applications processing
4.1. The Registry Operator shall process all domain name applications collected form registrars during each Landrush registration phases within no more than 30 (thirty) calendar days from the date of the end of the application acceptance period of the respective Landrush registration phase.
4.2. The Landrush registration application can be rejected where the Registry Operator believes that the purpose of the domain registration does not comply with the mission or values of the TLD .TATAR and/or the requested domain name is in conflict with the mission or values of the TLD .TATAR.
The applicant shall be notified of denial of the application (with reference to grounds therefor) by e-mail within 3 (three) business days since the date the decision has been made.
4.3. Where the approved application for Landrush registration of the applied-for domain name has proved to be the solitary one collected within a given phase, then the domain name shall be registered before the end of the application processing period specified in Clause 5.1. of this Policy.
4.4. Where within a given phase there have been collected two or more approved applications for Landrush registration of the same domain name, the right to Landrush registration of such a domain name is granted at a closed auction in accordance with the procedure set forth in the Auctioning Procedure.
5. Concluding provisions
5.1. This Policy constitutes an appendix (integral part) of the .TATAR Terms and Conditions of Domain Name Registrations.
5.2. This Policy shall come into effect as of the above date and remains in force until a Registry Operator’s respective decision is made (on revocation, or termination of this Policy, or any other decision of this kind). However, termination of this Policy does not relieve any party of obligations that have arisen before the termination date, nor does it condone them for failure to comply (improper compliance) with this Policy.
5.3. By the Registry Operator’s decision this Policy may be at any time modified, amended, updated, adopted in a new wording or revoked, etc. The procedure and conditions of introduction of changes, amendments, and updates, adoption in a new wording or revocation cancellation of this Policy are established in the .TATAR Terms and Conditions of Domain Name Registrations.
